Russia has for years been strengthening its military infrastructure in the Arctic, where it has several modern bases capable of operating on its own and new aerodromes.
(Moscow) Russia has strengthened its military capabilities in the Arctic by creating a "task force" there and improving its control of the area, according to a decree signed Thursday by President Vladimir Putin.

This decree on "the foundations of the policy of the Russian Federation in the Arctic until 2035" covers many areas, from improving the living conditions of the inhabitants of the region to its economic development or adaptation to the climate change.
In its section dedicated to security, the decree announces that Russia has "created a task force" of the Arctic and "an active system of coastal control" under the orders of the special services (FSB), responsible in Russia for control borders.
The decree adds that one of the essential objectives of Moscow for its security in the area is "the increase of combat capabilities" of this task force.
The Russian military must also "perfect the air, marine and submarine control systems" in the Arctic zone and continue to "establish and modernize" its military bases, the text said.
Russia has for years been strengthening its military infrastructure in the Arctic, where it has several modern bases capable of operating on its own and new aerodromes.
Last September it deployed S-400 anti-aircraft defense systems in the Novaya Zemlya archipelago in the Arctic.
The region, in addition to its vast hydrocarbon reserves, also arouses Moscow's interest because of the North-East passage which is destined to become a great sea route between Europe and Asia, made passable thanks to global warming and melting ice-creams.
The decree signed Thursday also provides for "the development of waste management systems for all classes of danger, the construction of modern recycling complexes" in the Arctic, or to develop tourism there.
